AN ACCOUNTABILITY MODEL FOR PUBLIC AND PRIVATE PRIMARY SCHOOLS THROUGH THE PERCEPTIONS OF PRIMARY SCHOOL TEACHERS AND ADMINISTRATORS

ABSTRACT

The purpose of this research is to develop an accountability model for the public and private primary education schools that are connected to the Ministry of National Education and to determine the views of the teachers and the administrators in Turkey pertaining to the accountability model that has been developed. The research has been realized in the scanning model. The views of the administrators and the Teachers that have participated in the research pertaining to the dimensions of the accountability model that has been developed have been described by depending on the replies that they have given to the "Who should render an account?" question in accordance with the “ school variety ” variable. The Teachers in the public and private primary education schools should render an account in accordance with the results of the research in the article of developing the research skills of the students in accordance with the thoughts of the teachers and the administrators that are employed in the private schools and the public schools. The administrators in the public and private primary education schools should render an account on giving importance to the democratic principles in the school management article. The administrators in the public and private primary education schools should render an account in the respecting the differences in the school society article. The administrators in the public and private primary education schools should render an account in the use of the success data of the students in informing pertaining to training and development article. In the end, it has been determined that the administrators of both education organizations should render accounts.
