As for today, for to have become a united whole of the possibilities of individual and mass education through distance education have appeared lots of possibilities. Applications toward the utilization of these possibilities have become widespread rapidly. Because the technology based distance education applications have become widespread rapidly, made distance education a current issue for lots of people and distance education become debated for many sides. There is one difference; the new debates are focused on the context of direct "equivalency of learning experiences" more than what follows of superficial like "equivalency of certificates". In this paper, basically it is debated whether is it possible to provide learning experiences equivalent to the ones provided by face-to-face instruction by benefiting from technology-based applications. The target of the debate is not to present one level solutions or not to judge as "yes/no"; is to stress the details of this issue.
